The Australian impressed on loan with Huddersfield last season and played an instrumental role in them gaining promotion.
City have also fielded enquiries from Brighton and Sunderland among others but Mooy is keen to continue under David Wagner in the Premier League.

The 26-year-old was voted the club's player of the year, and his permanent arrival would come at a fee greater than the £1.8million Huddersfield paid 1860 Munich for Christopher Schindler last year.
Mooy arrived at the Etihad Stadium only last June from affiliated club Melbourne City but has never made a senior appearance for the club.
The Australian international penned a three-deal at Pep Guardiola's outfit before being sent out on loan to the John Smith's Stadium just a over a fortnight later.
City's academy director Mark Allen could also be set for an Etihad exit.
Rangers have ramped up their pursuit of a director of football and hope to land Allen who has guided City’s youth set-up since Sheikh Mansour bought the club in 2008.
