According to Samuel Luckhurst in the Manchester Evening News, Spurs remain unprepared to let the 23-year-old midfielder go despite Dier's eagerness to make the move.
The north London club could demand "upwards of £50 million" for Dier, who was a United fan as a boy and joined Spurs for £4 million in 2014 from Sporting Lisbon, Luckhurst added.
But it has been widely reported that Spurs will not accept any offer for him this summer as he is not for sale, per Sky Sports News HQ's Kaveh Solhekol (via Sky Sports News HQ's Michael Bridge):

It is little surprise Spurs are not open to letting the England international go as he has been a key part of their squad over the past three seasons.

United's interest in signing him would be as a defensive midfielder and potential successor to 35-year-old Michael Carrick.
Per Luckhurst, United manager Jose Mourinho's alternative target is Chelsea's Nemanja Matic.
Dier's reported desire to join United could be a boost for the Red Devils in their pursuit of the former Sporting man, but Spurs are seemingly adamant they will not let him go.
